Planning for Climate Change: Political Climate and Policy Changes

Theme of the conference

Over the last decades, climate change has evolved from an issue of interest to some natural scientists primarily, into one of the top priorities on the global policy agenda. Yet, domestic political institutions and policy-maker's normative commitments continue to play a key role in countries’ decisions to mitigate, to plan for and to adapt to the effects of climate change. Therefore, the extent to which the international political climate frames the nature of national policies for climate change is still very much on the agenda, but with new nuances and facets. The CITTA 10th Annual Conference on Planning Research tackles this timely issue by discussing the challenges that communities and governments face when it comes to planning for climate change.

Keynote speakers

João Pedro Matos Fernandes - Minister for the Environment

João Pedro Matos Fernandes is the current Minister for the Environment of the Portuguese Republic. He graduated in Civil Engineering from Faculdade de Engenharia of Universidade do Porto, in 1991, and concluded his Master's Degree in Transporst from Instituto Superior Técnico, in 1995.
Prior to his taking of the position of Minister for the Environment, João Pedro Matos Fernandes has accomplished an outstanding career in spatial planning and environment. He worked at the Transport Department of Comissão de Coordenação da Região Norte (1990-1995); he was Advisor to the Secretary of State for Natural Resources (1995-1997); and Head of Office of the Secretary of State for Environment (1997-1999). More recently, he was Advisor of the board in the company Terminais do Norte e Portos do Norte (2012-2013); and President of the board of Águas do Porto (2015-2015).

Filipe Duarte Santos - Full Professor at Faculdade de Ciências da Universidade de Lisboa

Filipe Duarte Santos is a Full Professor of Physics, Geophysics and Environment at Faculdade de Ciências da Universidade de Lisboa and the Director of the PhD program on Climate Change and Sustainable Development Policies, which is offered in partnership with Universidade Nova de Lisboa.
Author of more than a hundred articles, Filipe Duarte Santos has recently published a considerable number of reports and articles covering the topic of climate change and its impacts. He was the Coordinator of the SIAM Project, “Climate Change in Portugal. Scenarios, Impacts and Adaptation Measures”, and the Principal Investigator of several research projects in the area of climate change and environment.
Filipe Duarte Santos is, in fact, renowned as one of the world's leading experts in Environmental Sciences and Climate Change. He was Vice-President to the UN Commission on the Peaceful Uses of Outer Space, Delegate to the Conference of Parties of the United Nations Framework Convention on Climate Change and Review Editor for the 5th Assessment Report of the Intergovernmental Panel on Climate Change.

Vanesa Castan Broto - Senior Professor at Bartlett Development and Planning Unit, University College of London

Vanesa Castan Broto is a Senior Professor at Bartlett Development and Planning Unit (DPU), University College of London. She has an interdisciplinary background in natural resources engineering and environmental sociology, having completed postgraduate degrees in Spain (Universidad Politécnica de Madrid) and the Netherlands (Wageningen University) and an engineering doctorate in the UK (University of Surrey). Prior to joining the DPU, Vanesa Castan Broto was involved in a post-doctoral research at Durham University, which focused on the examination of the processes of social and technological innovation within the city in response to climate change.
Her current research covers topics such as the political consequences of urban innovation for climate change; participatory methodologies for the implementation of mitigation and adaptation strategies in cities in developing countries; and the dynamics of social learning following infrastructure crises and natural disasters.
